ECONIS Select – Iceland: economic miracle and financial crisis

Auf Island sprudeln derzeit nicht nur die Geysire, in dem im Nordatlantik gelegenen, von knapp 320.000 Einwohnern bewohnten Inselstaat ist auch die Finanzmarktblase früh und folgenschwer geplatzt. Das kleinste selbständige Währungssystem der Welt, für das als Mitglied der Europäischen Freihandelsassoziation Efta die Freizügigkeitsregeln der EU voll gelten, hatte sich den internationalen Kapitalströmen geöffnet, ohne über ein ausreichendes Regulierungsinstrumentarium zu verfügen. Die drei großen isländischen Banken lockten mit hohen Zinsversprechen ausländische Anleger ins Land, ohne sich an den Einlagensicherungsfonds der entsprechenden Länder zu beteiligen. Einhergehend mit der Bankenexpansion vollzog sich eine kreditfinanzierte Investitionswelle von isländischen Verbrauchern und Firmen im In- und Ausland.

Das Land des praktizierten Elfenglaubens schien ein Land der unbegrenzten Möglichkeiten geworden zu sein...

Inzwischen sind die Banken verstaatlicht, die Inflationsrate ist hoch, das BIP sinkt ebenso dramatisch wie das Haushaltsdefizit groß ist. Der internationale Währungsfonds IWF hat - verbunden mit Auflagen zur Sanierung des Finanzsystems - ein Hilfspaket beschlossen. Die Auszahlung weiterer Kredittranchen ist zurzeit jedoch blockert, da die selbst teilweise hoch verschuldeten und arbeitslosen Isländer in einem Referendum mit großer Mehrheit ein Entschuldungs-Abkommen abgelehnt haben, das die Rückzahlung von 3,9 Milliarden Euro an die Gläubigerländer der Internetbank Icesave Niederlande und Großbritannien regeln sollte.
